The last Portland police officer indicted and convicted of a 'use-of-force' crime was Steve Sims - in 1969.

To say nothing of his incompetence in loading a weapon, lets not forget this guy fired 4 times with lethal rounds and the victim suffered (relatively) minor injuries. Even if he is cleared of criminal charges, he needs to lose his badge because apparently he can't hit the broad side of a barn with a shotgun. This guy does not belong anywhere near a situation that requires legitimate lethal force.
