Advisories are based on average or typical weather for the area. If the weather is always 101 this time of year, no advisory needed! Same goes for winter. I bet they have weather advisories where you are from too, you just didn't notice because it only rains in LA twice a year and you didn't leave the house or couldn't afford a TV.
