the only reason people are being told to move them / tear them down is because they built them illegally in the first place. A cheap permit filed with the county and a post-construction inspection are very easy steps to mitigate the burden of losing your tiny house.
As for the loop-hole, logic goes as such: people with money will pay when fined. Same reason joe-schmoe on the max will get a ticket for expired fare, but mr. homeless just gets kicked off. It's my guess (that's all I have anyways) that the money made on enforcing the codes contributes to the money that is expended for porta cans, debris removal, etc for the campers.
As for game plan: isn't one. This city only thinks as far as the next city hall protest.
If you build a tiny home, you are not homeless. You are working to provide shelter for yourself and/or your family. If you are being a good and decent neighbor then no one has the right to judge you or fuck with you.

The city forced them, under the threat of fines, to remove it. I wish I would have read your comment then, I could have told my friend tell the city:
