A nursery in SE hmm. If it's very close to adjacent properties that's something to go to town hall over. First, they're going to have to rezone the property. Next, depending on the neighborhood their will be a height limit (three stories?). Next, something like that usually has to accepted by the neighborhood commission. End of story is, either all of that is pending and you've got a chance. OR, it has been rezoned, is has been approved, and the 3-story building (including the changes in traffic it may bring) meet the community building laws AND you're just being a baby about it.
