She probably won't prosecute because her parents consented. Or maybe they didn't. But that's going to be one of the first questions the investigator asks. A 21 year old male taking a 13 year old girl to Hawaii has sketchy written all over it. Someone besides him and her knew about the relationship, which complicates the guilty party. He's a predator, 100%, but the details will be hashed out and if prosecutors discover her parents were okay with the relationship she'll burn them right along with him. Unfortunately, it's this kind of shit that causes victims to bury the issue and live with it. I will add, the openness about stocking and borderline premeditated blackmail should be slept over I/A. Turning him in is one thing, contacting him, stocking him, and possibly using the weight of the transgression against him is totally different thing. Cases have been thrown out or charges reduced because of things like this. Be smart about your actions.
