I appreciate this one. I've been thinking the same thing lately. It's incredibly hard to find a trash can, and even worse, most trash/recycling receptacles associated to businesses are locked shut. Meanwhile, the city leaves a friendly dumpster behind for the homeless camp to encourage them to pick up the mess. They don't, dumpster stays empty, city employees on city pay clean up garbage in city funded dumpster for city funded disposal and we're all wondering why we can't find a fucking can to throw a candy bar wrapper away. The tail is wagging the dog on this one. Budget cuts and policy is encouraging littering, and then funds have to be appropriated to do the clean up.
