Wrong. The west coast English accent has long been noted for its lack of particular inflection that characterizes having an "accent," i.e., it might be an "accent" but it is a neutral accent. That's why most any commercial voice-over you hear will be in a west coast English accent - because, lacking in drawl, inflection, and other regional characteristics, it is the most universal and easiest understood variant of the English language.
