I agree. That being said, I also believe the people who will be the first responders will NOT be who you believe they will be. I lived in NYC on 9/11. Since almost every person who was an actual first responder died that morning when the Towers fell, the response fell to others. Many were not people who lived and worked in lower Manhattan. Many were from New York state, but not all of them. People came from around the country and given they were lied to by the EPA and nearly all of them have gotten sick and so many of them have died, would people do it again? It will depend on who cares enough to show up. It will depend on how much people are willing to sacrifice to help others. There will always be some good people. The rest will hole up and do nothing.

@3 are you not capable of finding the information for yourself? I am always so curious about people who want proof in one way or another when it is easily available to all. Is it sheer laziness? Why the need to be spoon fed?

18% of Portland police officers (or the PPB as its called here the B standing for Bureau as opposed to PPD where D would stand for Department) live in Portland (well, that's not exactly true):158 of the bureau’s 864 sworn officers live at an address with a ZIP code that falls within Portland city limits—some officers live in ZIP codes that straddle several city boundaries.

The PPB has fewer officers per city resident and fewer minority officers than most other law enforcement agencies its size. Here's the study where that stat comes from and it also includes a lot of other information, though I am not saying it includes answers to all of your questions.

People who are "too smart" are legally able to be banned from being police officers. You know who else lowered standards (especially with regard to mental illness and criminal history) when they needed to widen the net of recruitment? The United States military under George W. Bush to fight his illegal war in Iraq. It hasn't been good for the United States. It is bad policy.

The PPB has been sued by the DOJ and to date has not yet complied.

It is stated that $60,000 is required to live comfortably in Portland, but is that for a single person, a family? If a family, what size?

Would more dumb, underpaid cops who aren't properly trained, don't know or care about the people they are charged with "protecting and serving," whose bosses are responsible for continuing to allow the bureau as a whole to behave badly do Portland any good? You seem to think so. I disagree.

I did a quick search and provided some info and if you want more or need 2019 info you're gonna have to dig it up yourself. See this is what happens: person on internet doesn't like what someone has to says and asks for all kinds of numbers and statistics and "proof"; someone else provides them with some; same person returns, tells person who provided information how snide they are, how their information doesn't meet their criteria, STILL refuses to simply to the work, find the information, and educate themselves like they should have done in the first place if that's what they need (or want) to understand, demands person provide exact location of info already provided AND wants additional information meeting whatever criteria they NOW lay out as being pertinent.

The report you deem too old can easily be searched by Portland, OR (the date it provides requires extrapolation and comparison to all data provided). The first numbers I provided actually reflect MORE RECENT numbers (2018) and were reported here in the PM. In 2013 PPB actually had more police officers but still far less (per 100,000 residents) compared to cities of the same size.

The "cops can be too smart" lawsuit did not occur in Portland (it was NYC) but it set a precedent as it allowed departments nationwide to discriminate based on whoever was doing the hiring deemed "too smart" (of course that varies widely and wildly ~ depending on location).

I was taught when writing a paper to provide your sources. Hence ibid and opcit. So no it is not unreasonable for a person to expectt the writer to provide proof of their allegations. That being said I feel that many cops are just gun toting thugs.

OP seems to think that when the big one hits there won't be any fire or police on duty, they will all be sitting at home in Beaverton. Those on duty will be here to serve the community. But if you think that they will be able to do much to help you even if 100% of all staff are in the city, well, good luck with that.
