All intersections in Oregon are crosswalks, whether they're designated or not. The law as it's written provides that the pedestrian make a step into the road. That's it.
OP was on a diamond back, that's a bike. They dared the self centered ass hat to actually step in front on a vehicle next time. I work in NW and live in SE I get to commute through much of Portland. I'm a native, and it's gotten really bad the past few years with pedestrians doing this. They really should care more about preserving their lives. What if the driver truly isn't paying attention and injures you, or worse?!
