Someguy, that article you cited was specific to a day when smoke from wild fires was very intense. Go back and read it more carefully. In general, air quality in Portland is quite good. See airgov.com for excellent information on air quality throughout the u.s.

@Someguy - 4th comment.
1. Oregon has ZERO Refineries.
2. There is a company in North Portland that re-refines oil (i.e. recycles) - Alaska crude isn't refined here.
3. Diesel generators are expensive and essential for industry, primarily construction job sites. The EPA implemented a Tier System for Diesel engine pollution and we are currently only selling new Diesel Generators with Tier IV Engines. These engines do burn more effectively and reduce pollution, however the trade off is higher idling speeds that burn more fuel. There is reasonable speculation that although they burn cleaner the additional fuel burned is net neutral regarding pollution and increase consumption.
4. Fuel emissions from automobiles are standardized by the Federal Government (and thankfully greatly influenced by California). With millions of cars in Oregon, to mandate cleaner cars would be equivalent to taxing the poor with an obligation in the 10's of thousands of dollars to replace an existing transportation solution with a "more efficient" replacement. The worst polluting cars are owned by the poorest of our neighbors. - As for our highways, Portland and the suburbs have been battling for decades over this issue, with Portland's demand that new highway improvements heavily weighted toward mass transit over personally owned vehicles (POVs).

If you're not happy with the rate of these changes then I suggest you identify the conservative voters in your family and take away their keys, and intercept their mail so they can't vote (the mail thing would be a federal offense so don't really do it - instead kick 'em in the nuts).
