I don't know what kind of access to resources you have (people who can help you), but you do have internet access (since you wrote this post) and there is a lot of easily accessible information on how to make sure you get your payment.

You can find by searching reasons why you didn't get your stimulus payments and what to do about it.

If you did not file a tax return in 2018, 2019, or 2020 (2020 not necessary to receive the current stimulus, though many people who lost income last year filed early so that the IRS would use their 2020 returns) you have to file paperwork with the IRS to get your payment, unless you receive any payment from the government (like SSD via direct deposit).

If you did file taxes, but did not have a tax return that was direct deposited, then your payment will be sent in the mail. Some people are being sent checks. Some people are being sent debit cards. My mom received a check the first time, a debit card the second time, and has not received her third payment yet.

Are you homeless? The IRS has to have an address to which to send the payment. Numerous organizations are helping homeless people in Portland get their payments. Here is one: https://www.streetroots.org/news/2020/04/21/if-you-did-not-file-taxes-these-folks-can-help-you-get-your-stimulus-payment

Finally, many people threw away their payments because they arrived in an unmarked white envelope with a debit card (or what looks like a credit card) and people thought it was junk mail. If you did that or think you may have done that you can call the EIP Card customer service number at 1-800-240-8100 and select the lost or stolen option. The card will then be deactivated and reissued.

And I disagree, the stimulus helps tens of millions of people. And I don't get even get one - as a disabled adult dependent. In addition to the people it is helping directly, there are countless people donating their payments to others in need, so the economic impact is quite extensive. I don't think it is nearly enough (all other first world countries have paid their citizens monthly payments for over a year now). I do believe it helps, however.

PS if you are parent, the child tax credit will definitely be helpful. The IRS needs to have your correct address. They intend to send it out as monthly payments starting in July instead of waiting for 2021 taxes to be done.
