The leash/scoop laws are rarely, if ever, enforced. Dog owners know this and let their little "babies" run rampant and defecate freely in public areas,
I agree with IA, and I'll tell you why. You see, my dog doesn't like your dog either. Ok, it's not that he doesn't like your dog. It's more that he is a hyper alpha male GSD, and will assert his dominance over any other canine who a) doesn't put up enough of a fight, or b) tries to fight back too hard. When I pass by you and your properly leashed precious, I make sure my four-legged Satan leaves you two alone. However, if you foolishly allow your unleashed dog to approach and ignore my verbal warnings, then I just let things happen. All the while I stand by expressionless awaiting your reaction to the mayhem you allowed to unfold. Scream and curse all you want. But, realize that, between my dog and me, one of us is absolutely more dangerous than the other. (Hint - it's the one holding the leash.)
That, and the fact that they're narcissistic a-holes.
The law says your dog must be on a leash. Period. All dogs. Always. Everywhere but designated off-leash areas..
