How about instead of writing this here where those fuckers certainly won't read it, you say something to them...or report it...or steal the
dog? Something. Writing this IA will not help that critter in any way.

I agree with @1 but I am not sure those things will change the situation. Your neighbor will most definitely tell you to fuck off and mind your own business. I would hope the ASPCA (or whatever Portland's equivalent agency is) would do SOMETHING, though there is no guarantee they can.

I called the ASPCA once when my landlord in NYC (who happened to be my upstairs neighbor in my 4 apartment building) kept their dog in a shit and piss filled cage outside the door of their apartment. The dog barked day and night. The ASPCA came and saw how the animal was living and told me that since the animal could get up and move around in the cage and it was being fed, they could do nothing (what they meant was they would do nothing). Of course the landlord attempted to evict me after that and while I did not allow that to happen (good faith complaint and all and NYC is on the tenant's side), I did not live there much longer. The dog disappeared and I am fairly certain they buried in the back yard. I don't know if it just died or the killed it.

I had a totally different experience than CR. On three different occasions, at three different locations, I had reason to report to the Oregon Humane Society that a dog was being ill-treated. In each case, OHS stepped up. One dog -- tied outside under a shelter, crying day and night -- was re-homed. A different dog was brought inside and treated a little better by her ignorant family. A third dog's plight did not change after a visit from OHS, so I took that dog under cover of darkness and re-homed her myself with a family that does not live in Portland. What's the location of this poor animal?
