I had a Doberman mix who was repeatedly attacked (and bitten 3 times) by off-leash dogs while we were trying to enjoy our leashed walks. Now, I have a terrier mix who is fearful and loses his shit when loose dogs run up to us, and I wonder the same thing: why can't we walk our pups in peace? One thing I've tried (it kind of works but is unpleasant) is walking along busy streets; people are less prone to let their "he's friendly!" dogs roam.
