Why is it when you hear 911 operators talking to someone who may be yelling and screaming, that they say, "I need you to calm down ma'am, I can't understand a word you're saying." First of all, that statement always comes off as condescending in any conversation. Like, really, think fucker. Use your imagination. In the case of a 911 call, when someone is just shot or murdered, maybe it's because they're in fucking distress and highly emotional and freaking out. So instead of getting the details, delaying response time, and telling the person to do something they will never do which is calm down, and only makes it worse, how about you just fucking dispatch the emergency rescue team!
