If I were that homeowner I'd give a thumbs up to anyone who dropped a bag in my bin. In my experience, dog owners are incredibly irresponsible. Do they not know I have windows and can look outside? That I can see them glued to their phones while the dog takes a huge dump? And then without noticing they jerk the leash and literally pull the dog by the neck behind them all without taking their eyeballs off the stupid device. Yes I will clean up your mess and try to be charitable and try not to be resentful. There are so many people that have no business being dog owners.
