You are right and you are wrong. If someone had video footage of someone committing a crime, they have an obligation to turn that evidence over to an investigatory authority less they be considered an accessory to the crime after the fact. The accused rights centers around their trial, and our society has found lots of ways to circumvent due process and the right to a fair trial whether you like it or not.

I question the perspective of this OP because I am not aware of any significant outreach to communities by the PPB, that could even be considered performative.

The PPB/PPA is a functionally rogue organization that is not accountable to their commissioner, that is not accountable to their District Attorney, that is not accountable to the City Council, that is not accountable to their own policies, that is not accountable to their federal law enforcement standards.

One of the more chilling comments from the City Attorney on the fact that the PPB is noncompliant and unaccountable to their own past agreements with the Feds is how one of the city's goals is "restoring oversight and direction of our Police Bureau to our local community and its elected leaders.”

And since they're out of compliance with the settlement, it begs the question whose oversight and direction do they currently consider themselves under?

The PPB/PPA may be one of the dirtiest law enforcement organizations in the country, which isn't exactly outside of the historical pattern for them.
