But the article directly above this, Denis makes it seem like Howard Weiner is crediting the new Drug Free Zones with reducing drug use in the same area: "I've seen a reduction."
Which one is it? Or could there be some unknown third variable? Drug supply? Food carts closing for the winter, reducing close by munchies? Alien overlords?
