The reason why disabled or mentally retarded people who work are often paid less than minimum wage is b/c they are ALSO receiving Social Security Insurance (SSI). Typically, SSI payments can be up to $800 a month - maybe even more. On top of this, some of these folks are lucky to be able to still do some menial work and earn any kind of paycheck at all. Most of them also have case-workers who specialize in mental health and get them necessities such as food stamps.
If they earn too much, their SSI/disability will be cut. Their FS may also be cut. The FEDERAL GOVT. doesn't allow people to receive both SSI, FS, AND a full paycheck.
