just pack em in like sardines. jail is supposed to be an unpleasant experience, although also safe. don't want the few wrongfully arrested folk to get shanked.

it'd be nice to see not just arrest statistics but also what the success rate of the criminals in the city are. For example, for how many burglaries commited did the culprit get away with the crime? compare the ratios for each year. are there less unsolved crimes now because of the higher arrest rate?
