Any good insurgent knows that there are two things that a counter insurgency (or the police) can not do and hope to win... A) steal the people's opiates and B) (and more important in this situation) , break the rules that they govern by.
If they break the rules, they show that they (the assumed representative of authority) are not to be trusted and can not protect and control the people or region (city)
