The City's response is just a chicken shit way of saying that the Federal Government has no jurisdiction. The City is proving that point, in a way that doesn't cause Eric Holder to send in the FBI, Waco style. I say, simply allow civil lawsuits over police excessive force to bankrupt the City. The police won't work for free.
