Well, you can't expect the Feds to mandate democracy. As the dead body's continue to pile up, due to the incessant genocidal practices of the Portland Police Department, whoever the selected strawman is, won't be the fall guy for it. The Mayor will be the one to try and pass the buck to the Police Commissioner.
