Regardless of how many cops are actually racist, homophobic, sexist, or otherwise bigoted, the fact remains that they all cover for each other. They operate as a brotherhood and snitching amongst cops is liable to get an officer hurt or without backup in a dangerous situation. This is what has to change FROM THE BOTTOM UP. Not from the top down.
