Clearly the answer to this is a super duper street fee.

Anyone have an educated guess on the likelihood of Multnomah County winning this one? Aside from the county not properly researching previous polymer bridges, there seem to be some damning emails exchanged between the manufacturers of the polymer.

I would think the county must accept part of the blame by accepting known defective tiles.
