I would suggest turning "Dignity" Village into what it was sold to us as: a place for folks to get back on their feet, and putting a strict time limit of 8 months on its' lifeline, giving some of these other 'less-fortunate' folks a chance at it.

We have allowed these 'temporary' solutions to become long-term solutions, which does nothing to help the continual problem.
