Half of it was because voters said yes to a library taxing district. Seriously. Like $10 million. Did he vote agains the library? Nobody did. The police settlement also cost a few million dollars more.
The boom wiped way the rest of the deficit the next year. That could have been Sam Adams's or Eileen Brady's or Jefferson Smith's boom too. It had nothing to do with Charlie. The budget is bigger than ever. That's why there is roads money now. (That and a law written by Amanda Fritz.)
Maybe you could blame some bad stuff on the old mayors. But the city council is just as responsible. 60 percent of that council is still on the council.
PS: The homeless problem was "creeping up" on Portland when Charlie was still on the council, 14 years ago instead of "a decade" ago.
Hale's half-baked demolition tax is now shelved. Hales seems to be reacting to and imitating Ted Wheeler's positions as opposed to coming up with well-thought out plans. It's fun watching Hales twist in the wind.
If Hales "ruffled feathers" it was with the average resident of Portland, not our past mayors.
I like that he is touting a bunch of "accomplishments" like addressing the homeless issue or affordable housing AFTER he found out he had a credible challenger in this race.
