Yes, reducing policing has been the source of supposedly dropping crime rates for quite some time. Eventually, citizens contribute by failing to bother the police with crimes they know will never be investigated.

I am in favor of decriminalizing drugs. My point, is that some politician will stand up in a few years and use these non-arrests to proclaim success via lowered crime rate. Don't let them get away with using non-specific numbers to mislead you.
