So Kotek wants to let tenants off the hook who trash a place beyond what the security deposit covers, and then make landlords who are in the midst of fixing the damage to try and get a new tenant in the unit to pay the bills also have to go through a lengthy court process to get reimbursed? And this after the landlord was kind enough to take the risk on a low-income renter in the first place who wouldn't have been able to find another option? Of all the dumb assholes in the Oregon legislature, Kotek is probably the dumbest and the biggest asshole.

Landlords should take 1st month and two security deposits to avoid house damages after tenant lease expired. This method encourage both parties to a healthy lease agreement.

FlavioSuave, you find it more disturbing that poverty stricken tenants are going to be given a little break than you do that landlords are trumping up damages in order to bilk the system.
