Thanks for a factual article. Note that the Trump DOJ is arguing against its usual mission to defend civil rights in the constitution. Our, for now, independent judiciary is not taking it at face value. There is plenty of blame to the City for creating two poorly constituted boards, and the police for bringing guns to knife fights, and using them.
