It's important to read the references. None of the listed statutes empowers the Governor to limit the rights to assembly, movement and association of otherwise healthy individuals. Of course it's stupid and irresponsible to not limit oneself, but it also important to remind our leaders they are public servants, not public masters. And once this is over, watch them closely to ensure they don't try to "fix" our laws to enshrine these authorities they are claiming but currently lacking.
