I once saw the PPB tackle a man in the alley behind my house and continue to hit him after he'd yielded. Strangely enough, when I went in the backyard with a video camera, they stopped.

these type of "cops" are the prime example of why Rosie's dumbing down of the PoPo won't work, as they can't get any dumber than these and expect the public to hold any respect for the turds. one wonders if Tom is awake at City Hall or just peering out the window again and waiting on the phone call from Robert King to tell him what to do, and how about Rosie, is she off on another boondoggle before she retires and thus is unavailable to actually "manage" her gang of idiots? hopefully, Adams is taking notes and will have good sense to know how to do a better job than Tom and will find a chief that actually knows how to "manage" so he doesn't get too much PoPo-STENCH all over him like Tom and Vera have.

Yeah, the report was "yanked" from the website all right. That's why you can go there now and read the whole thing. Matt is still a jackass but besides that one bit of manufactured drama, its not a bad write up of the situation.

I recognize this guy from around the neighborhood. I doubt he's in a gang and he sure doesn't look like a teenager. Not too many people other than that seem particularly interested in tagging.

I got stopped by cops once walking home at night. They said I met the description of somebody they were looking for. I almost crapped my pants! Fortunately they weren't looking for somebody to beat up that night I guess. I feel extra lucky now.

The officer's police report doesn't even make sense. When criminals are trying to get away they don't run TOWARDS the cops. He is lying about Halsted running at him, as though that excuses the brutality. If he's trying to act like it was in self defense, there's a big problem: Halsted was innocent, and innocent people tend to not charge towards the police.... and actually guilty people don't either! They're not even smart enough to make up a lie that makes sense.

thanks for the head's up about the report, and yes after reading it, I too am caught by all the inconsistencies and outright lies and all I'm left to do is laugh at the dumbass copster that would write such and be so dimwitted to think his illogical thinking wouldn't show through. what are they hiring now? people with IQ's in the 60-65 range as I'd say this writer is in that range. let's get somebody on the inside to leak his IQ and other details as it would great fun to kick around as a PUBLIC KICKBALL...it'd

They made up a lie that fits their rules of conduct as police officers. They are not allowed to escalate force so in order to beat the shit out of an unarmed man they have to show they were protecting themselves. It doesn't have to make a lick of sense to get them off the hook.

It's all about hiring and firing. For the former you need culture change at PPD (see: firing), for the latter you need to talk to police unions. Once you get rid of the idiots and attract folks interested in public service and true community-connected policing, problem solved.

Sort of makes you wonder why an ex-police chief mayor couldn't do anything about the problem...

If the cops tell you to stop, STOP for Christs sakes.

I think the Portland Police get out of control occasionally, but then again when a cop tells you to do something:

DO IT!

When people disobey the cops this is what happens.

Not just in Portland, but everywhere.

Almost all of these incidents occur because people do not comply with the police.

I can guarantee you, the cops never identified themselves. They jumped him, tased him, and assaulted him. They never considered that he was the wrong person. What isn't listed in this story is the fact that the cop changed his story later on.

for the PoPo that shifts the blame off onto the "victim" and absolves

And one more point, I'm not saying that what the cops did was right.

What I'm saying is that cops do not "jump" and taser anyone just for kicks.

There is a reason they did it, either the guy was not stopping or he became verbally abusive.

I see cops getting hassled and disrespected every single day trying to enforce the the TRIMET rules and regulations.

I sit in my bus drivers seat and listen to passengers talking big shit about how they ran from this or that cop, or they brag about their jail time or brag about their crimes.

This is what the cops are dealing with every day.

Most citizens do not realize that there is an entire criminal subculture right among us. Mostly this criminal subculture stays to itself. But the cops have to deal with this every single day of their life.

You disrespect a cop, you run from a cop, you disobey a cop, then you suffer the consequences.

And Portland is tame compared to may US cities, believe me. I was married into a family of LA cops and the stories I could tell you wouldn't believe.

If your confronted by a cop, just do what he says, don't make a big deal out of it. Just hand him your ID politely, and I guarantee that you will walk away healthy and unscathed.

Apparently, the DA knew the court would not believe the cops either. Their lack of credibility with the public may spill over into other cases the DA prosecutes as well.
Meanwhile, the taggers, like Franke's murderer, are free to continue. Because, they know somebody else has taken the fall for their crime. Very professional PPB - NOT!

Why are the Portland Police Tasering people for riding without a bike light, or for Graffiti? Shouldn't the Taser be used only when needed???

I know Dan, he's smart, a dedicated community member, and he was brutally assaulted by Portland Police. They did not, I'm willing to bet, do this "for kicks" which is simply inane. This is about power, and abuse of authority. The police involved (as opposed to all police...) made a very, very bad mistake.

Sadly, we as a community have to pay for that mistake, and the others to come. It is indeed time for Tom to step in and clean house.

The Portland police have a national reputation for acting inappropriately toward citizens, and offending officers are rarely held accountable for their actions. It is a shame too because we've got some wonderful, dedicated, and professional police officers in Portland who are made to look bad by these few bad apples that the city refuses to remove from duty or prosecute. We're a liberal, Democratic Party oriented city that behaves like we're a bunch of rednecks located in the backwater Bible belt when it comes to holding out police accountable when they do wrong.

Oh, and by the way, Al M, the US Supreme Court has already ruled that cops cannot willy nilly just walk up to you on the street and demand to see your ID. They must have probably cause that you are someone that they are looking for, and they must be able to justify this probable cause in court else they are in violation of federal law. Your argument that someone should just hand over his ID and do whatever officers tell him to do is the attitude that contributes to and encourages misconduct by the very few bad apples we've got on the Portland police payroll.

This is a prime example of lack of information and not enough know how to make the right choice when handling correct arrest procedures. The Police in this city are in need of serious professional retraining and need to meet the community that they are policing! Not enough is being done about situations like this and the city needs to address these issues! I myself have been so called mistakingly beat up by these law abiding peace officers.

The police can do almost whatever they want and get away with it. Thats how it is. I would have ran! Innocent or not.

They ought to just ban the tasers! Cops are getting way too much power to do whatever they want and that is not right.
