Retailers Dodge the Bullet on Booze Ban

Uhm... I may be missing it, but why don't these business that WOULD be impacted and ARE in support of the ban just stop selling high alcohol content malt liquors on their own? Do they really need a city mandated ban?

Also, how does one refuse to sell liquor to a transient- do you ask for proof of residence? Or is it based on an odor level...
