I'm confused. I wonder if you are as well.
Are we talking about a 3.6 BILLION or a 440 MILLION dollar bridge?
In either case if an extra three years of work costs only 600 THOUSAND dollars
it's gonna take a while to build that sucker...

The bridge part only costs several hundred million $$. The costly part is the freeway widening (mostly on the washington side of the river)
