This is a perfect example of why so many local municipalities in California, augment the States decriminalization statutes for Cannabis, with mandates to law enforcement to make Marijuana a "Lowest Priority" instead of wasting valuable resources. There would be no need for STOP in Multnomah County if law enforcement would simply stop enforcing vulgar code.
