People can go around the city and do violence while easily avoiding the cops so they arrive after its already a disturbance. Tho point of origin is determined by the unfortunate people that want to !%$#@ each other up for whatever reason.
Cops are around to mop up, which they do mostly... so I dont think as much that blame is on them. There is other issues to address but they deserve some leeway.
