Any legalization of Cannabis ought to establish amnesty for those convicted prior to the passing of a new law, and require release of convicts currently incarcerated. Then, Multnomah County Jail will be renting out space to other states with prison overcrowding, due to Cannabis still being outlawed.

Try some fact based opinion. Out of about 14,000 prisoners in the state corrections institutions, less than 100 are there strictly because of cannibis convictions. Given the liberal attitudes in Multnomah County, I suspect the proportion is even smaller. There goes all that empty space...
