The gas tax would be the most fair and appropriate. With the price of oil dropping every day, and consumers used to nearly $5.00 per gallon gas, that would leave plenty of headroom. Ultimately, however, deflation will result from nobody buying anything, including gas. The road repairs might then seem like a good 'make work' project, but there will be no tax revenues with which to pay wages.
