I wouldn't be surprised if Turner is dropped by the PPA going into the next year. I'm not sure what relationship he has with Hales, but Turner has made it clear that he will publically lash out if not getting his way. I personally think the guy is a hotheaded embarrassment after his handlings with the Frashour case. Turner failed to recognize an elected officials need for public appeasement when dealing with Ofc Frashour. You can't slap city officials, you have to massage them, and the best way to do that is publically praise them. As Dennis spelled out, Turner has dropped the ball on this multiple times, this should be juxtaposed to Reese who does a very good job of public praise but has still been caught sending a different message to the folks on his force. Reese is a tactician, Turner is a barking bulldog.

No. His message is that consitutional levels of force can get officers in trouble (Frashour, Humphries, Nice, etc.). Not using adequate force will get officers hurt. PPB now has to play by different rules than any other police agancy in the country because the City and a bunch of civil rights attorneys on contract with the DOJ who have no life experience or common sense say so.

News Flash: just about every agency in this country has been ridiculously out of control, and degrading their protection of citizens in favor of protectionism for themselves. This is a direct result of the War on Drugs, and it started around the 1980’s. I'm certainly not alone on this theory, as most defense attorneys and a good number of experience police officers will give you the same story.

This was a positive step toward rectifying the protection of citizens. If someone is going to get hurt in an encounter, it's infinitely better for society for that person to be the police officer, even if the other person who could be harmed is a criminal. I signed up for the military knowing that I could be seriously hurt or killed to protect the people of this country, I demand that police officers have the same level of understanding that they will put their lives and safety on the line to protect the people of this city, and if they don’t, they need to consider a new career.

Most countries (i.e. the places outside of the United States of America) embrace this same theory, hence in Germany in 2011 there was a total of about 80 shots fired by the police, and only something like 20 people shot by police, and I think one fatality. Although their crime levels and culture are different, there is absolutely no reason that we should not be taking every step necessary to reduce the harm done by police forces. The harm being done is completely unnecessary, and there's nothing you can say to make it justified, when there's ample international evidence that policing can be done differently.

This is not at all surprising. Daryl Turner is such a revolting, miserable, LYING, cowardly sack - of -shit; he'll write articles for a sympathetic paper like the Oregonian and that worthless shitrag Rapsheet (of course!). However, he can't return calls to a free weekly alt. paper that just might ask him REAL questions. This is soo typical - not only of this self-hating sell-out pig Turner - but of Portland cops in general. And people think that even MORE of them would be a good thing, AMAZING!

And clearly, 'deport' is a sniveling fascist cop-lover. You'd think this fucking moron would at least update his screen name by now, as Matt Davis left the Merc. around, like two years ago has it been?
