It's pretty close to fitting. The 2010 cost of living index for Portland was 111.3 (percent of national average) and Seattle's was 121.4, then our reasonable minimum wage would be $13.65. That's really not far off fifteen. (#'s from http://www.infoplease.com/business/economy…, taken from 2010 COLI)
CNN's cost of living calculator is currently claiming that someone making $50,000 in Portland would need only a $25 a year raise to get by in Seattle in the same style, which brings things a lot closer ($14.99 minimum wage). I don't know what year's numbers they are using. That seems unlikely even if everything including my rent has spiked lately.
