Hell, I'd even go you one further: it has moments of relative hilarity most years with most casts, but they come and go. It's rare to see an episode in which they take a decent joke and *don't* run it into the fucking ground, rendering it unfunny.

Having said that, your observations (or speculations, I guess) about why SnL isn't funny serve no purpose in this book review. They feel tacked-on and clumsy.
