Typical situation with officers arresting someone for resisting arrest. Officers did not cite this kid for anything, simply attempted to search and seize because he refused "mere conversation". There is no such thing as a lawful order to stop for a pedestrian, that is a traffic rule, 811.535 applies only to people driving cars.
