Horns are for alerting someone to something wrong. Something very wrong. Like the guy who posted here about his brakes going out.
They are not for:
Getting mad at a pedestrian crossing the road.
Because someone took an extra 5 seconds to go through a light.
Because someone did something you didn’t like.
To say hi to your friends.
Because you’re otherwise impatient.
CALM THE FUCK DOWN.

I use my horn to belittle people commuting 40 miles plus from Camas to Hillsboro every day.
This version of Portland, where nobody honks unless there is an imminent life-threatening emergency, is sort of nice. But I think you can honk if someone sits on their ass texting when a light turns green. That’s legit. Plus you can always use the light-horn (flash high beams, daytime) first. Also, your horn should play the He-Man theme song.
The horn has many uses, deal with it.
You should always use your horn in anger, always.
I once saw two “ladies” both attempting to turn left at an intersection from opposite directions. They couldn’t figure it out and the situation deteriorated into a bout of horn blasting and arm flailing I won’t soon forget.

Eh…horns are horns. I’d rather someone use their car than use their finger at me, I guess.
