Actually those are probably regular railroad tracks (like a spur to a business) that are no longer in service. I think all the old streetcar tracks were paved over long ago.

I work just off Water Avenue, and this construction just adds to the fun of trying to get somewhere for lunch. Lucky for me I biked today.
