There's no way most building owners could possibly afford this. I have retrofitted my own house and my rental property, and both were quite expensive. If I didn't have the money at the time, and the City forced me to retrofit my rental property, I would have had to sell it, likely to a Californian or wealthy investor. If the City wants to mandate this, they need to provide a path to affordability for the owners, which would include an exemption from the relocation ordinance if a landlord needs to raise rent above a certain amount to fund the retrofit.
