Does anyone remember Rand Paul, the Republican Senatorial candidate for Kentucky? He was the guy who stirred things up about a month ago on the Rachel Maddow show by questioning the Civil Rights Act of 1964.
Paul has put the allegations of racism behind him and has moved on to bigger, brighter and hotter pastures, otherwise known as the U.S.-Mexico border.
His website offers a proposal to stem the flow of illegal immigrants coming into the U.S. that says only: “My plans include an underground electronic fence, with helicopter stations to respond quickly to breaches of the border.”
Paul’s campaign website does not provide any details of how this plan would work, nor how much it would cost. The Huffington Post estimated that the plan would likely cost over $1 billion. Several immigration experts questioned about Paul’s idea said they hadn’t heard of it, nor of any similar concepts that have been proposed.

National Republican Senate Committee Chair John Cornyn (R-Tex.) assumed it was a joke.
“I have not heard that,” the Texas Republican said. “Underground? What would happen? How would that work?”
It says “electronic,” not “electric.” Which is not to imply that that’s a whole lot more sensical.

I suspect it is a pad of sensors to sense when people walk over it. I also suspect he is not wedded to it, just to looking into options and doing something effective expeditiously, because when he was asked about it on RT he said ‘yeah, that, or we could…..’
