Portland's camping ban—prohibiting people from setting up tents or sleeping on city property during the day—takes effect tomorrow. But it's still unclear how they'll enforce the rule or if people even know about it. Our Courtney Vaughn has the latest.

• Everyone knows Twitter is failing under new owner Elon Musk. (But many of us still remain on it, because we're deranged.) There have been a few new social media sites to crop up in response, the latest being "Threads," from social media wunderkind Mark Zuckerberg himself. Unlike Musk, Zuckerberg would probably never do anything wrong with his power! Right? Uh...

A U.N. ambassador visited Guantanamo Bay for the first time since the facility opened in 2002, and the message from people held captive and tortured there was: “You came too late”: so much terror has happened there in the past 20 years. Joe Biden is the first U.S. president to allow an independent investigation of Gitmo.
